Michael, My Palm T|X is running OS 5.4.9 so my experience may not be relevant to this bug. In any case, the problems described in both bug reports - unresponsive "Next" and Volume controls - do not occur on my set up and I can repeatedly move to next song and put volume up and down using the Handheld skin. Palm browser (now named Blazer) is version 4.3.
