It's the Windows Task Manager being dumb (or rather, it's been designed to stop you doing stuff like that). Try Sysinternals Process Explorer: http://www.sysinternals.com/Utilities/ProcessExplorer.html
If you want to do it every time the service starts then a couple of options have been mentioned recently (search for "priority" or something like that).
