Yes, there are no standards.  There's normalization, ReplayGain, iTunes
normalization and you're the first to mention MM normalization.

The closest thing to a standard is ReplayGain as many software and
hardware players support it, plus it's available for a wide variety of
formats.  Also it does not alter the audio data at all, it merely
suggests a volume adjustment through a tag that's ignored if the
playback program can't read it.

Many of the normalization schemes actually alter the file's audio,
often irreversibly.

They are probably completely different.  foobar seems to use
ReplayGain, although I don't think it enters the RG data in APEv2 tags
like MP3Gain does.
