Yes, there are no standards. There's normalization, ReplayGain, iTunes normalization and you're the first to mention MM normalization. The closest thing to a standard is ReplayGain as many software and hardware players support it, plus it's available for a wide variety of formats. Also it does not alter the audio data at all, it merely suggests a volume adjustment through a tag that's ignored if the playback program can't read it.
