I found this recently too, and the cause at my end was an upgrade to
the newer version of MP3Tag.  It looks like the new version has a
different default for the tag version written; take a look in Tools |
Options | Tags | Mpeg | Write.
When I changed this (I think I changed to ID3v2.3 UDF-16, but I'm not
at home so can't be sure), then re-saved the files in question, this
fixed it.
