probably due to people who are not familiar with Bugzilla, don't notice teh voting system or feel that a comment is enough to make their voice heard.

attention is automatic. There are reviews all the time: bug-parties. If you happen to be cc'd on a large number (like I am), you see huge numbers of updates every so often on large blocks of reports.
Having said that, the only way to guarantee an optional feature is to write it yourself (I know, nasty thing to say, but it's true). Other possiblities (in no particular order) are to have someone who writes a similar plugin add it to theirs. Also, oping for someone to come along who is inspired to make a patch or plugin for a given feature request, and then finally hoping that the direction of slimserver fits with the request. Of course, more votes can help influence any one of those.
