No, power supplies are sized for peak power demands - CPU at full load, devices at high power, etc. This type of load can happen on startup. Idle power consumption should be a fraction of that. Power supplies these days start at 350 W and go all the way to 1000 W+, so a 100 W PS is very small indeed.
