In the ones I've seen, the windows program is only used to set up encryption.
Unless you're worried about your next door neighbour tapping into your network, encryption isn't worth the trouble. The signals don't flow through the air, only through the powerline, and only as far as the next transformer, which is probably a half block away. Unlike wireless, where any guy cruising by in a car with a laptop can hear you, only a very small number of neighbours can evesdrop on your powerline.
