Yes, on 6.5.0, those options should definitely be there. First, make sure in Server Settings - Plugins that the Random Mix plugin is enabled, although I don't think you'd see the option in the main menu if it wasn't.
Also try clearing your browser cache. Uninstall/reinstall seems so drastic.
