Using iTunes 7.0.1 and SS 6.2.1, I find it takes about 30 minutes to re-scan my 3200 songs regardless of the type of scan. I do have artwork embedded in almost every song, I'm sure that doesn't help. The numbers would seem to roughly match yours.
XPSP2 on a 1.8GHz P4, music (mostly ALAC, some AAC, 1 MP3) on a Buffalo 1GB TeraStation (which no one could accuse of being too fast).
