AFAIK, the LAME Tag is pretty useless for Replaygain. I suggest that you create the Replaygain tags with Foobar, because I would not even trust the LAME ones enough to copy them. You will also save some encoding time by turning off Replaygain in LAME.
KDF already answered your question regarding album gain values. It is easy enough to have Foobar calculate those also, and it does it in the same pass when calculating track gain for each individual track in the album, so you may as well go for it. I see that you already found the LAME documentation.
