Mark has all points covered, just wanted to add that the functions you asked about, powering on/off, synching, are all available using the Nokia770 skin.
The skin itself is a modern browser-based application: HTML/CSS/Javascript/AJAX. It's built using Perl's Template Toolkit, which is the heart of how skins are put together for interfacing with slimserver. There are several existing projects that do this, softsqueeze (java), moose (.NET), slimFX (flash) to name a few. This route may appeal to you if you are comfy in javaland.
