Yes, PayPal was designed to make it possible to do money things without 
having the 'merchant agreement' that Sean mentions. Sean talked about 
normal credit card processing, which has strictly defined rules.

And PayPal was designed to be more flexible and handle small amounts.

A real Visa/Mastercard merchant account charges the merchant too much 
money to make small payment amounts financially feasible.

OT: Visa and/or Mastercard could change this if they wanted. There is no 
reason that an all electronic transaction should cost large portions of 
a dollar, when it is just bits moving from one computer to another. But 
as long as they face no real competition, the merchants, and the 
consumers have no choice but to pay.
