Whatever the reason for the bottleneck it will limit you to streaming files only up to a certain bitrate, so you need to find the limit of what works. If you're borderline you might find that there are certain times of day when you still get drop outs. This is certainly true of my situation, where I can only stream 128kbps at times during the workday, but comfortably stream at 192kbps or even 256kbps at nights and on weekends.
