It's this way because it offers as many playable options as possible by making the most of what can be done inside of the various constraints. The simpler thing would in fact be to strip everything back to FLAC and mp3, but that won't please everyone either. If playing lossless music on your transporter with the ability to FF/REW is your top priority, then you do have format options that will give you this.
