I there is an option in the device settings to turn off the digital outs
when powered down, but it doesn't seem to actually turn them off. Is it
a bug or am I doing something wrong?

The DAC itself does not have a power switch. It senses an incoming
signal from TOS or SPDIF and powers up. The only way I can turn it off
now is to unplug it (either from the wall or the SB3).

The red glow of the TOSLINK is obvious when the SB is off.
