If you purchase a product outside the EU and ship it to your country, the custom in your country will "intercept it" and will charge you the local VAT plus some addtional custom fees (may be 2 or 3%, it depends on the country). If you purchase a product in any EU country, in that case the custom is not involved, you pay directly the VAT in the country where your purchased.
