I'm using EasyTag (Linux). It's true that I could change its behavior so that the file modification date is changed when the tag is updated, but I prefer not to do that. I like the fact that the date on the file still shows when the MP3 is created. In any case, it's not a big deal to do a full rescan once in a while... they seem to be fairly swift in recent server versions.
