I can't speak for Kaspersky, but Zone Alarm, McAfee and Norton all have
a level of protection which blocks "suspicious" activity, even if the
program is "disabled" or switched off.  Wouldn't surprise me if
Kaspersky was the same.  

I assume it is intended to protect against a virus or spyware which
disables them on activation.
