That seems bizarre. The duty rate on CDs is 3.5%, duty is not charged where the value of the duty is less than £7 and VAT is not charged where the value of the goods is less than £18. It sound like the £8.50 was not duty or 'customs', but a customs clearance charge levied by your courier and that VAT charged was just wrong.
