My guess is that making everything uppercase removes weirdness of case. Remember, a computer is not intelligent (neither am I really) but a capital A's value is not equal to a lowercase a. Thus, The Who would have a different sort value than THE WHO. It seems weird but that's my guess. I hope that sheds a little light on it for you!
