Another spectacular own goal by the PPL (which represents the record labels) and the MCPS/PRS Alliance (which represents music publishers). A lot of it is to do with the way Pandora operates (individual and specialised streams for users) - I understand the licences being demanded in the UK are both per track and per stream - making it unworkable for Pandora.
