The controller is needed for setup because the receiver has no screen - without that you can't tell it things like the WEP/WPA key or select options such as DHCP/static IP. Once it's on the network it can be fully controlled by SqueezeCenter.
There have been (strong) rumors that the requirement for the controller may be removed in the future, so if that's a big deal for you it may be worth waiting a little while to see what happens in that regard (as I understand it there are some technical issues which need figuring out). You could of course also buy the duet and once setup, sell the controller.
