That's close, but not entirely true. (warning, excessive detail ahead!)
For example, SB2/3 now supports OGG/Vorbis as a native format, but due to implementation details FF/REW still doesn't work for those file types (see http://bugs.slimdevices.com/show_bug.cgi?id=3809). Also, FLAC is a native type and normally supports FF/REW, but not if the user has their music in the "one file with cue sheet" format. In that case the server is actually doing a FLAC/FLAC transcode which prevents seeking (see http://bugs.slimdevices.com/show_bug.cgi?id=1426).
