It would become much clearer if you played around with the IRBlaster
interface.

Plus the structure and programming are already almost there.  I haven't
looked at the programming nor do I have the skill, but as-is, the plugin
executes a script based on what you enter in the interface.

If this script could be "passed" to an as-yet unbuilt SBC plugin, then
all it would have to do would be to pass the commands to the IR port,
following the delays you have selected.  The plugin could be fairly
minimal, it would be just an extra menu item that would execute the
script when selected.

Easy for me to say, but hard for me to do as I have no programming
experience with lua or perl.

Yes, there's no reason why not.  The SBC currently has a test applet
that mimics the SB3 remote control and controls an SB2/3/Transporter
just fine by IR.
