I think the scanner completely ignores the values in the disc number
tag when it reads the files, it merely checks for the presence of the
tag and adds the value to the database.
The problem is that discnumber doesn't need to contain the total number
of discs. An entry like DISCNUMBER=1 is valid and there's no way for the
scanner to know if there are more discs of this album or not.
But you are right, the scanner could check for 1/1 values (but it also
needs to check for DISC=1 and DISCC=1 and all other variants) and
ignore them.
IMO it doesn't make sense to tag files with DISCNUMBER=1/1 anyway as
this provides zero information. DISCNUMBER tags are only really useful
on multi-disc albums.
