I stand corrected. What's confusing is that I've bought various items from abroad and have NEVER been charged import duty: just VAT at 17.5%. (This was the reasoning behind my previous posting). For example, the table in the document you reference says that there's duty of 3.5% on audio CDs. I have bought these at various times from the USA and only ever been charged VAT. So it seems that the rules are not being applied consistently.
