Album thumbnails are precached when you run a full clear/rescan. If you change the thumbnail size after the last full clear/scan then the new size won't be in the cache and will be generated at page generation time. Subsequent page requests will use the cached images.
One thing that still sucks is that if your images are not square - say 300x298 pixels, then the server will generate the thumbnail as a PNG that may be several times _larger_ than the original file in bytes. That will hopefully be fixed soon. If it's enabled, disable the option Settings > Interface > Show Artist with Albums.
