This very likely is either a port conflict with McAfee Backup - shut the latter 
down if you don't use it. Otherwise stop it temporarily, change the SC port to 
9001 (Settings->Advanced->Networking), restart both.

Or McAfee AV is blocking access to the db files. Configure it to ignore *.my* 
files.
