It's not an infrastructure questin so much as one of cost to the broadcaster. I'll have a 15 Mpbs Comcast connection for under $70 before too long, but bandwidth in datacenters isn't going down in price at anywhere near that pace. My favorite local radio station just dropped their 128kbps stream due to the cost of bandwidth.
