foobar2000 is my personal favourite for building playlists. I think that MediaMonkey isn't bad either (and I use it to point out missing tracks in playlists, which foobar doesn't seem to do, though it's so configurable I wouldn't be surprised to find there's a way to do it). Either will let you skip to an arbitrary point in a track, though I've not tried doing this at the same time as trying to build a playlist.
