With odd problems I find it good practice to check the basics and not to make too many assumptions.
With static IP you needs to have set up DNS entries in SlimNAS. What are DNS IP addresses on a PC connected to same router ? What are the DNS IP addresses on SlimNAS box ? There is a possibility that something is happening to the DNS servers on ISP - there has been a lot of internet-wide work recently dealing with a DNS vulnerability.
