I wrote a summary of Software Carpentry's history in
https://f1000research.com/articles/3-62/v2 - what it skips over (because
it turned out to be a dead end) was an attempt in 1999-2000 to run a
design competition for a new generation of basic tools that would be
easier to learn and use than what we had at the time. Two of those
tools (SCons and Roundup) are still around, but never supplanted the
things they were meant to replace.
The "Lessons Learned" paper leaves out some details, but I think most of
the key bits are there - I'd be happy to answer questions if anyone has 'em.
