My auditor mentioned that openvpn can meet the 2 factor requirement. It
can be configured to use a distributed cert as well as a centrally
managed password.

If you really want tokens, I know there are some standards here, and I
think there are bits that should world. cryptocard? oath? I haven't done
this research in awhile.
