nope. that is not the issue.
this machine handles users just fine. I just want to do things in terminal
because I could hardly navigate the account pref even with cursor tracking
off with voice over. users have nothing to do with it. and it would be nice
to just know how to do things in terminal anyway so when i ssh in with my
windows laptop.
There's allot i could do with it still like browse, listen to streams and
mp3 with real player/i tunes, email and host tuns of servers in the
background.

Yep, that machine is definitely under powered for Tiger.  Deleting
user accounts won't help with the speed.  You will want to disable
fast user switching though.

System Preferences > Accounts (tab) > Login Options (button) > Enable
fast user switching (make sure checkbox is not checked).
