internet system preferences gone

Hi all
I'm trying to change my default web browser to Shiira rather than  
Safari. I'm apparently supposed to go to the internet preferences  
under system preferences to accomplish this. The only problem is... I  
don't have that particular preference panel. Is this normal or has  
something gone wrong and if something's gone wrong how do I get my  
internet preferences back? Or is the procedure on OS X 10.4 different  
than it was on 10.2 or 10.3, as those were the instructions I found?
