Quite correct. The page up/down keys came late to the Macintosh keyboard and are still mostly redundant. Once you understand the usual navigation keys, it is clear that they are less arbitrary than other choices. Un-modified cursor keys, as one would expect, move one character (left/right) or line (up/down). Add option modifier key to move to beginning or end of word (left/right) or paragraph (up/down). Add command modifier to move to beginning or end of line (left/right) or text area (up/down). Add shift modifier key to any of the above to extend selection.
