Scott and all,
Thanks for that toggle, (control-f7) for changing the full keybboard
access setting. I'll try and keep it handy. If set to all controls,
the tab and arrow keys do a good deal more than if set to edit boxes
and lists. For instance, when in system prefs, you can tab from
button to button or on the desktop, you can in a finder window with
your view set to icons tab from item to item. If text boxes and
lists is set than you cannot. I often work with people using VO and
discover that full keyboard access is not set by action of the tab
key. If it goes nowhere in a dialog or on the desktop if there are
more than one item <grin> that is the likely cause.
On your doc issue, this would be perfect for a script I think. It
seems at the moment that all we can do with the keyboard and vo is
put an open appliication in the doc.

On another note, my employer had loaned me a Mac for a bit and in the
DOck they had these items that contained several programs which was
handy, e.g. office automation contained all the microsoft office
applications etc. I kind of like that idea and was wondering how to
do that. I haven't found anything so far in my reading of the Dock
and maybe this isn't possible without using the mouse or maybe
there's a directory where all the "shortcuts" live that are accessed
by the Dock and you just create directories/folders in a Dock folder
and well you get the idea.
