I had no trouble finding the download. Nor did I find the site
difficult to navigate. I went from the link in Bruce's original message:

This is the press release. Arrow down and the website for downloading
is clearly given:

Down that page there was a clear label "download windows media
components for quicktime" upon which I hit enter.
You arrow down the page and right below the brief description is a
download button; you hit enter on that and you download.
You get the usual dialog warning it's an application and asking if
you want to continue. When it's finished you'll find an installer
package in finder. It's pretty straightforward. You may think you are
stuck on the "agree" button but if you turn voiceover off and on
again you'll find you are actually successfully past that. when the
installer runs its script this takes quite a while but don't get
anxious. Eventually you'll see the window has changed so there's a
"close" button and you'll also see that software was installed
successfully.
