I can't say anything about firewire as I only have one firewire drive and I understand that if the drive itself doesn't contain the circuitry to sleep, they will not do so on their own, but this is only what I recall reading somewhere. As far as usb, they should sleep and the only way to determine if your having the same issue as I am, you would need to connect each device individually without any hubs and determine if they are sleeping etc. If they do, then you should bring that to Apple's attention.
