First, do you have more than one user account on your machine? If
you're hoping to have VO speak the Login window then you will need to
go into the account preferences. You will probably be required to
click the lock to make changes then you will be able to tell VO to
start for the Login Window.
VO usually simply remembers if it was on or off in most other cases.
If it was on when you logged off, it will turn on automatically when
you log back on and vice-versa.
If you don't have multiple accounts, VO should simply do the same as
above when you sShutdown and Restart your computer.
