Should is the key word of course. I've never run across a pdf file
that was created properly that wouldn't read with voice over. I
have however found pdf files that wouldn't work, and after looking
into it, it was discovered that those pdf files weren't text at
all, but merely pictures of text. This is probably what your
experiencing, but double check to make sure.
