BTW, it's not necessary to use the contextual menu command to do this.
simply using the arrow keys alone will do the trick, FWIW.

You have to press VO keys shift plus m to get to the context menu where
you will find the keep in dock option. Press that Combination when you
are over the dock item that you want to add.
