building a mac

hello I was looking around on the osx86project.org site and it mentioned 
building a mac pc out of intel parts.
1. there any one doing this currently?
2. if this is possible, would it run tiger, or would I have to result to using 
hacked version of osx?
am trying to find out the cheapest way to get my mac legally oviously
if I can build my own using parts, then  purchase tiger I would be saving 200 
bucks or so.
