I actually hadn't tried using cmd-k for ftp before but decided to do so just now; I was pleasantly supprised though it was slow.

As a test, I went to ftp://ftp.kernel.org. While I did get some finder busy signals, it did load. I was able to read the directories and click on the one I wanted. The directory from which I wanted to download had lots of items and I was getting lots of busy signals. I found two things helpful here. One was to use vokeys-w to try to read the item after arrowing with vokeys; sometimes when an item won't read when you arrow, it will read with vokeys-w. Secondly, with a large number of items, I used vokeys-i and built an item chooser menu; when it was done, I could progressively type characters and narrow the choices down. Then I arrowed down in the item chooser menu to wht I wanted and hit enter. Then I did cmd-c to copy. At this point I could close the window but if I want to leave it open I use the window chooser menu and choose the Desktop and hit enter and paste my item there. Overall this method is probably slower than the command-line (terminal) tools of wget, ncftp, curl etc., but the nice thing was having the directories all mounted and not having to do "ls" just to get a list and then try to cd to the directory--can be a pain if it's a long path. If you type an unresolvable name or for instanceleave off the ftp:// or for some reason the initial dialog hangs, sometimes relaunching finder and starting over helps.

Btw I originally had the misconception that "busy" signals were mostly a problem with using vo. But on other lists I've now heard about the "spinning beachball" that shows up in various circumstances so while we mprobably have some extra problems with this, it isn't solely a vo problem.
