Please help with Safari on forms

How does one navigate forms using Safari?
I expect Control-Option-F3 or Control-Option-F4 to tell me the context
of a field, but no luck.
I have posted a model form that seems perfectly accessible with Jaws
and WindowEyes.  Not so much with VoiceOver, or am I doing something
wrong?  Thanks!
