Go to the menus with vo-keys-shift-m twice, and arrow to text, and
arrow down to where it says "hide character pallet."

I don't remember exactly what the keystroke to activate it is, but
it's something like vo-right bracket or vo-shift-right brace, or
something similar. The only way I've found to eliminate it once
it's up is to reboot, or find a sighted person to use the mouse to
close it for you.
If anyone else finds a way to turn this off, it sure would be
appreciated if they'd share.
