TThis is infact lliike ins-j in jaws. VO keys with h twice and
escape to close it or press enter on the command you want to activate.

Actually, VO keys+help works exactly the same as VO keys+question
mark. I must admit that I haven't used Insert+Help much in JAWS so I
can't comment for sure on its relative similarity but if context
sensitive help means a list of commands that can be used in a
specific situation, try VO keys+h+h which will bring up a list of VO
commands available at that time.
