Maybe the folder it's wanting to be put in is bad. That's what was happening with my Safari upgrade, but I would get to the next screen after the "agree" screen.

Just reeinstalled Tiger and had it clear off everything in the install, folder straightened up so am now at least running Safari 2.0, instead of 1.2.4. Now if I can keep the dialup running long enough will get the 10.47 combo done one day and will be caught back up.
