upgrading my IBook

I would like to get a Gps Trekker, but I will need a PC to download 
maps and software updates.  I have an IBook G4 and am wondering if it 
can be upgraded to run windows.  I also have a PC, but I need to get a 
CD drive in order to use it with JAWS or Window-Eyes.
