I heard that installing on a PC involves using Vmware, which I don't know
that the windows screen readers will deal with the virtual environment to
get it done. I don't know if VO would work either, be fun to try it though.

I vaguely recall this article, but there were several cautionary
notes and remember that it is not supported or sanctioned by Apple in
anyway or the makers of the hardware being used. There was also another
variable involved as well to get it to work, beyond the specific
hardware. I read so much of this technical stuff that details sometimes
escape me, however.

Contrary to opinions stated on this list, it *is* possible, and in fact,
there was an article on slash dot about this very thing, to run tiger on
a pc, without apple's cocent or knowledge. It does work, and folks have
been doing it since tiger intel was in beta. Apple's hardware is not
the only thing that can support the os. Only thing is, you need a very
specific version of motherboard, and peripherals, but it can (and has)
be done.
